Not exactly leveling the pet, but a good way to get a level 20 dire is to AFK near a shrine with the hostile pet nearby wearing superiors to reduce your health to 1. It will keep killing you until it is level 20, when you can charm it. It should be dire.

You can pay Balth faction or Zoins at the menagerie for a quick level.

Death Leveling in the Menagerie.... you can raise a pet from level 3 to level 20 in about 20 minutes. Works for pretty much everything but the rainbow pheonix.

Ok well...
To start I only have 1 pet in the menagerie and it's level 5. Also it isn't aggressive to me, even when I attack it it wont attack me back... so I don't see how death leveling will work there.
Second, I don't wana spend 3 gold z-coins just to test new pets out, so that won't work either.
So... is there a good place to death-level outside the Menagerie? I don't care what pet it is I just wana try out a lvl 20 pet.

It doesn't have to attack you.
Easiest (or cheapest) done with a PvP character.
1. Roll up a set of 105 armor (just put a sup rune on everything. Doubles don't matter) and a vampiric weapon.
2. Bring 3 heroes set to Avoid with hard rezzes. FC M/Rts with FomF work nicely, but there may be better ones.
3. Change secondary to */N and equip some sac spells (BIP/Blood Rit + Awaken the Blood + the new Masochism work nice) and just spam them on the hero until you die.
4. Let heroes res you and repeat 3 until your HP is 1.
5. Equip Vamp weapon.
6. Bugger off and watch TV/play Xbox/whatever for 20-30 minutes.
7. Come back, unequip vamp weapon and death-armor, and charm a lvl 20 pet.
(if you insist on Dire, and it doesn't evolve that way, bring the 20 elder to the tamer. This will unlock lvl 15 dire. Then you can level that to 20 fairly quickly on the wurms outside boreal station in HM).

Thanks for the tip! I will try this in the future when I have more pets in there.
For now though, I just went to the wilds and there is a warthog right outside the portal and a res shrine too, so I just let it kill me over and over for about an hour and a half while I was AFK and now I have a lvl 20 dire pet.

If you just want ANY lvl 20 pet, the easiest way to do it is as follows:
1. Start a PvP Ranger Character
2. Put Charm Animal on the skill bar
3. Go to the Menagerie and show the trainer your lvl 20 Wolf
4. Delete Character
5. Go back to menagerie on any other character and ask for a lvl 20 wolf
Takes about a minute

Does the death leveling in the menagerie still work? I tried it a few times yesterday with no luck. After getting to -30%, any further rezzes would bring me back for a split second before I would die again. But I would still stay at -30%. I had no choice but to map teleport out.
It seemed to me that this was fixed to no longer work.
